When residents complain and the council fails to put it right, the case escalates to an ombudsman who rules on it — the Housing Ombudsman for council/social landlords, the LGSCO for everything else. These files show, per council or landlord, how many complaints were upheld: how often the authority was officially found to have failed people. Failure demand made countable.
