What adult care costs the council for each person living in the area — the total care bill divided by the local population. You should care because care for older and disabled adults is usually the biggest thing a council pays for. A high figure can mean the area simply has more people needing care, or that the council pays more for the same care; a low figure can mean an efficient service or one that is stretched thin.
