A high figure (relative to what the council owes) means it is actively reducing its debt; a very low figure means the debt is barely shrinking, and repayment costs are being pushed onto future years.

Total contribution from revenue, HRA, MRR and capital receipts to repay credit liabilities — the council's full principal-repayment effort in the year, of which MRP is the statutory floor. It measures how much of the council's resources are consumed by paying down capital debt. HRA-inclusive variants exist; use the non-HRA _amt column for like-for-like comparisons.
