This is the amount of this year's council tax bills that simply hadn't been paid by the end of the year — the new unpaid debt created this year alone, separate from old debts. It shows how much fresh non-payment the council generated. A low figure means this year's billing largely worked; a high one means a lot of new debt was added to the pile, though some of it will still trickle in later.
