This compares the size of a council's yearly bailout with the size of its normal yearly spending — because £40 million is a catastrophe for a small council but a rounding error for a huge one. Why care: it shows how serious the bailout really is for that particular council. If a council scores high here, the emergency help it needed was a big chunk of everything it spends in a year.
