This is all the money available to a council's schools budget in a year added together: the government grant, any top-ups or adjustments, whatever was carried over from last year, and anything the council added from its own funds. It matters as the fullest picture of the resources the council had to work with. A higher number simply means a bigger overall pot; comparing it with what was actually spent shows whether the council lived within its means.
