Of all the households the council houses in temporary accommodation, this is the fraction placed outside the council's own area — meaning families may be moved away from their jobs, schools, doctors and support networks. Councils do this when they cannot find anywhere affordable locally. A high share means many families are being uprooted from their community; a low share means most stay local.
