This compares how many households are stuck in temporary accommodation with how many newly become homeless each year — roughly, how many years' worth of new cases the backlog represents. Think of it as how badly the pipe is blocked: people flow in, but few flow out to settled homes. A high number means households enter emergency housing and stay for years; a low number means the council moves people through quickly.
