This is the share of a council's buildings that have had the fire risk assessment the law requires. These assessments identify hazards like blocked escape routes or unsafe doors before they cost lives. A figure at or near 100% means the landlord has assessed all its buildings; a lower figure means some tenants live in blocks whose fire risks haven't been formally checked.
