Bs03 asbestos safety

% · extracted · landlord-year

This is the share of a council's buildings that have had the asbestos check the law requires. Many older buildings contain asbestos, which is dangerous if disturbed, so landlords must survey and manage it. A figure at or near 100% means all relevant buildings have been checked; a lower figure means some tenants live in blocks where asbestos risks haven't been assessed.

missingnessStock-transfer (LSVT) councils are absent — they own no stock, so absence is structural, not missing data. Only large landlords (1,000+ social homes) report; Files 05/06 list excluded landlords. CH01/CH02 also have `_LCHO`/`_COMB` variants in File 04 — landlords reporting combined tenures carry values in the `_COMB` columns, so check variants before treating a value as missing.
score_noteAsbestos survey compliance; heavily correlated with the other BS safety checks.
peer_groupregistered landlords (RSH-regulated, 1,000+ homes) — not yet scored on the leaderboard

Asbestos surveys

Percentage of homes for which all required asbestos management surveys or re-inspections have been carried out (BS03, File 04). Compliance measure; expected near 100%. Numerator and denominator columns are present in File 04, so the rate can be recomputed or re-based.
