Perception gap repairs

This measures the gap between how well the council actually performs on repairs (the share done on time) and how satisfied tenants say they are with the repairs service. It exists because the two often disagree: a landlord can hit its repair targets on paper while tenants still feel let down. A small gap means tenants' experience matches the recorded performance; a large gap suggests either poor communication and quality despite on-time repairs, or recorded figures that flatter the real service.

A landlord's perception figures sit in File 01 (`_LCRA`) *or* File 03 (`_COMB`, for landlords reporting LCRA+LCHO combined) — merge both files for full coverage, else the value appears missing. Also inherits the RP02 self-set-target caveat, and requires both files to be present for the landlord.

Repairs perception gap

Satisfaction with repairs minus non-emergency on-time completion, in percentage points. Negative values flag landlords that hit their targets but whose tenants don't feel it — often a sign of lenient self-set RP02 targets or poor communication.
