This compares the number of repairs the council completed in a year with the number tenants reported. It shows whether the landlord is keeping up with demand. A ratio around 1 means repairs are being completed about as fast as they come in; below 1 means jobs are piling up into a backlog, so tenants wait longer and longer for their repairs.
