This is the share of emergency repairs — total loss of heating, dangerous electrics, serious leaks — completed within the council's target time, usually 24 hours. These are the situations where a slow response puts health or safety at risk. A figure near 100% means urgent problems get fixed fast; anything much lower means tenants are being left in unsafe or uninhabitable conditions longer than they should be.

Percentage of emergency responsive repairs completed within the landlord's target timescale (RP02 part 2, File 04). Like RP02·1 the target is self-chosen (RP02_Max_Timescale_Emer), so cross-landlord comparison needs the target alongside. Numerator and denominator columns are present in File 04, so the rate can be recomputed or re-based.
