This is how much tenants' overall satisfaction with the council changed compared with the previous year, in percentage points. Rather than asking how good the landlord is, it asks whether it is getting better or worse. A positive number means satisfaction is improving; a negative one means it is slipping — which can flag emerging problems even at a landlord whose overall score still looks respectable.
