When the independent housing watchdog finds a landlord treated a tenant unfairly, it can order the landlord to pay the tenant money to make up for it. This is the total amount ordered or recommended against the landlord in a year. A high total means residents suffered a lot of harm that the landlord had to pay for; a low total means less money changed hands, though that can also just reflect fewer cases.
