Damp, mould and leaks are the housing problems most likely to harm residents' health — a child's death from mould prompted a change in the law. This counts how often the independent housing watchdog found the landlord at fault specifically on these problems. A high number means residents are being let down on the most dangerous kind of repair; a low number means the landlord's worst-case failures lie elsewhere or are rarer.
