When a tenant's case reaches the independent housing watchdog, one case can produce several separate rulings — one for the leak, one for how the complaint was handled, and so on. This counts those individual rulings about a landlord in a year. It's the raw volume behind the landlord's failure rates: high means many judged issues, low means few, but it needs the verdicts to say whether that's good or bad.
