When tenants' cases reach the independent housing watchdog, this is the share of its rulings that went against the landlord — the watchdog's headline 'how often was this landlord actually at fault' figure. A high rate means that when residents escalated, the watchdog usually agreed the landlord failed them; a low rate means most escalated cases ended without a finding of fault. It bounces around for landlords with only a handful of cases.
