Ho size band

This records roughly how many homes the landlord owns or manages, as a size band rather than an exact number. It matters because scale changes everything: a landlord with 100,000 homes will naturally rack up more complaints and rulings than one with 2,000, so raw counts only make sense once you know the size. Use it to compare like with like, not as a performance measure itself.
