After the independent watchdog finds a council at fault and tells it how to put things right, it later checks whether the council actually did so. This counts how many such follow-up checks were recorded for the council in the year. It's mainly a supporting number — the base for the compliance rate — but it also shows how much proven fault the council had to remedy; a rate based on one or two checks means little.
