When the independent watchdog finds a council at fault, it tells the council what to do to put things right — and later checks it actually did. This is the share of those checks the council passed. It matters because finding fault is pointless if nothing changes: 100% means the council did everything the watchdog required, while anything lower means it failed to deliver remedies it was formally obliged to provide.
