When the independent watchdog fully investigates a complaint about the council and finds the council did nothing wrong, the complaint is 'not upheld'. This counts those clean verdicts in a year. It matters as the other half of the fault picture: alongside the upheld count it shows how often investigations vindicated the council — a high number relative to upheld cases suggests complaints often didn't reflect real failure.
