Of all the households the council houses in temporary accommodation because they are homeless, this is the fraction placed in bed and breakfasts — the most expensive and most disruptive option there is (shared bathrooms, no cooking facilities, paid for night by night). Councils use B&Bs only when they have nothing better available. A high share means the council is failing to line up cheaper, more suitable places; a low share means it mostly avoids B&Bs.
