For every 1,000 households living in the area, how many homeless households the council has placed in temporary accommodation outside its own boundaries — families moved away from their schools, jobs, doctors and relatives because nothing affordable exists locally. Scaling by the area's size makes big and small councils comparable. High means uprooting people is routine; low means it is rare.
