The number of households who have been living in the council's 'temporary' accommodation for more than five years. Temporary accommodation is meant to be a short stopgap until a settled home is found, so anyone still there after five years shows the system has jammed. A high number means people — often families — are spending years of their lives in limbo; low means the council actually moves people on.

Households that have been in temporary accommodation for 5 or more years — the stuck caseload with no route to settled housing. Requires summing six duration columns (one per accommodation type) in TA4. Summing rounded components compounds rounding error, so treat small totals as approximate.
