Scored per variable on availability, understandability, efficiency signal, and uniqueness (0-5 each, total /20 — recorded in each variable file's frontmatter with a one-line justification). Near-duplicate variables were cut first, keeping the stronger twin (76 dropped as duplicates or prospective-only), then the top 100 by total, tie-broken by efficiency signal.
Not selected does not mean deleted — everything remains in the register; this is the working set for scoring councils.
